Delete branch "fix/seeq-tx-partial"

Patch 0011. The SEEQ transmit poll could catch a descriptor chain the driver was still extending, read part of a frame, find the channel dry and drop what it had read; the rest then went out as a frame of its own, starting in the middle of a packet. passt learns the guest's address from a frame's source field, so it learned garbage (the logs showed ASCII from an ssh key-exchange as MACs), sent to it, and the guest dropped the replies: connections through passt stalled or were reset, on a timing-dependent basis. The bytes are now kept for the next poll. The series applies on IRIS_BASE and cargo test seeq passes, including a new test for this case.
